QoS RSVP Service : Provides network signaling and local traffic control setup functionality for QoS-aware programs and control applets. Supposedly It provides a form of load balancing that shifts bandwidth between applications where it's most needed.
If you set "manually start", a user or a dependent service will be able to start the service.
If you set "always start", the service will start automatically when the system starts.
If you set "disable this service", it prevents the service from being started by the system, a user, or any dependent service.

Bandwidth Limit : By default, the Packet Scheduler limits the system to 20% of the bandwidth of a connection. If you want to gain speed, disable bandwidth limit.
